3.- Having become "Notable" for patriotism and for an honorable and blameless conduct.

4.- Married citizens "will be preferred" in the election under equal circumstances.

5.- "Notable Patricians" cannot be named, political and military leaders, regular ecclesiastics and secular senior orders, army officers and soldiers in active service."
