Obrecht born in Strasbourg, and studied in Paris. He had already published two memoirs (1887) in the Comptes Rendus de 1'Academie des Sciences, based on the observations of the transit of Venus in 1874. He assumed the direction of the observatory under difficult conditions, since the power struggle between President Balmaceda and Congress was disturbing the normal life of the country.
