Guillermo Puelma Tupper (Santiago de Chile, September 20, 1851 - Viña del Mar, April 26, 1895). Chilean doctor, journalist and politician. He proposed the idea of creating the Factory Development Society. He founded the Pacific War Invalid Asylum. As a journalist he worked in Chilean and Argentine newspapers. He founded the magazine "El economista argentino" in Buenos Aires.
